Gadriel: Please, let us not speak too long of City 14. While I have the utmost professional respect for the Administrator there, if this was a perfect world, I never would have to share stewardship of Humanity with that... degenerative simpleton. While I can fully understand their insistance on 'quality over quantity' when it comes to their enforcers, and can apprecate their unparalled success at suppressing the Resistance within the walls of City 14... One of their first projects as Administrator was using extensive genetic modification on infant parasitics, with the end goal of creating a Biotic that would act more as a symbiote to its host, harmlessly feeding off them and noticably improving its host's body, rather then the destructive nature of Parasitics. While I will admit this has had some benefits; the altered Biotics can be removed with advanced surgical facilities, and mental conditioning can be used to resist the Biotic's influence, allowing for easy recovery and restoration of infested Protection forces. However, I know the only reason that... selectively competent fool wasted so much time and effort on the project was for their own base desires, nothing more. If City 14 wasn't flurishing under their leadership, I would have had them removed from their position long ago. However, as they are providing a valuable service to our society by helping keep our Protection forces equipped and supplied... I find it within me to overlook their infractions, as long as their Altered Botics never leave the walls of City 14.
