Tsukari: No, it's definitely Falco. The artist stylized him because she (I think?) doesn't like the style of the characters from the Star Fox series.

J_M_B: The artist stated that he doesn't think the original designs for the characters are attractive enough to draw, so he made some changes so he would look more like a real falcon. It's still Falco, just in a different design. Besides, does it really matter.
