Anonymous1: This image has introduced me to a Soviet era Russian animated film, Three from Prostokvashino (loosely translated as Buttermilk Village). As I interpret the tags, this is Uncle Fyodor's (a six-year-old child) mother, cosplaying Velma Dinkley (If this is true, Velma should be tagged.), but from the images of her on Rule34, it appears her image is quite close to Velma's and some drawings show her with square-lensed glasses, so I am not sure if this is a cosplay or not. Some more research should be dome.
