Yes, the USA banned Japan from having a military when the USA had it's military occupation in Japan, headed by the GHQ.
However, this was kicked out during the end and loss of the Korean war, the Japanese were able to mount pressure to end the GHQ from Japan.
Japan then recreated it's 3 military branches in 1952, freed the "war criminals" from their life sentence, and the man the USA banned from politics ended up becoming the prime minister and was integral in the formation of Japan's LDP.
There hasn't been a military ban since 1952. Japan has rebuilt it's military, but just calls it a defense force instead of an offense force, claiming it doesn't contradict with article 9. Japan deliberately keeps article 9, because it is a trump card every time the west wants Japan to join them in foreign wars, Japan is able to bring up article 9 and get out of it, which Japan did during the gulf wars when the USA wanted Japan to join the wars. You see if Japan removes article 9, it instantly will be sucked into wars the west wages around the world, which isn't in Japan's own national interests. Japan only cares about itself and it's immediate region, which pertains to it's own safety, which is why Japan has a specific law where it can deploy within the region to defend an ally, if that ally losing is perceived as leading to a bad situation for Japan. This ultimately means Taiwan, go and gain an education foolish yank.
