Considering the words for prince and princess are nowhere near the same in japanese, and that the common japanese modifier -hime is used exclusively for princesses, and Ralis is never described using that modifier, and only ever described with the word Prince and male antecedents, one can pretty much say he is male.
ゼルダ姫 = Zeruda-hime = translated and transliterated to Princess Zelda.
ラルス = Rarusu(his name was Ralus in the japanese version) = Ralis in other versions.
Note the distinct lack of the -hime modifier. In fact he has no modifier, as there isn't one for prince.
プリンス is a japanese word for prince, which is really just a transliterated version of prince, "purinsu".
"王子" romanized: "Ouji", would be the "true" term for prince in japanese.
