Any of the anime and hentai images you see with censorship are designed for distribution within Japan. Anything you see without censorship was created for export.
Cream lemon is a classic example. Shown on TELEVISION in Japan (note the commercial bumpers in the middle) the censorship was required. That was back in the day (insert crotchety old man voice) when those of us who were collecting anime had to settle with 4th gen copies of stuff brought over from Japan, and it was never dubbed or subbed.
Sometimes there's two versions, one censored, one not. I hear there's a growing import business of 'american' uncensored anime in Japan.
So there's your answer. Straight from the source, censored. Export version (sometimes with cut scenes, whatever) uncensored.
And that's why I hate the censoring of images with a raw, unbridled fury that would make volcanoes seem cold by comparison.
