If you romanced Liara in ME3 you can see her boobs are pretty big. Also her uniform LOTSB and her white armor in ME3 prove it.
Ashley and Liara have the biggest boobs in the series. Judging from visuals. Miranda also has bigger boobs but only compared to other characters. I would say Samara's and Miranda's boobs are about the same.
