Out of what I've learned, children play a very minimal role in fallout 4 to avoid creating conflict against the sole survivor.
This is because fallout 4 recognizes that players wouldn't care so much as who is pointing a gun at them, so much as if a gun is pointed at them, unlike previous games, I believe.
In short, fallout 4 avoids using children as conflict, so that the sole survivor has no reason to kill them, thus side-stepping the issue of killing children in-game.
