World center for JAV movies and manga generates lots of censorship jobs. So there actually is some lobbying interest to keep the laws in place.
Anonymous2: The Irony is that the ones who imposed all these puritan laws were Americans after WW2, the problem is these laws were never updated until modern times. Now they're impossible to remove because there are deep political ties between censorship, the porn industry, Yakuza groups that basically control porn and black mail studios with censorship, as well as activists and politicians that don't fight the law because they don't want to seem immoral. So now censorship in Japan has become so convoluted in politics, racketeering scams, etc. that its impossible to remove.
