Apparently they weren't 100% certain they'd be able to use Wonder Girl so I'm betting they palette swapped Arrowette green just to have an Amazonian on the team.

at least what i read, greg weisman was talking about ethnic diversity on the team and said artemis is also a minority, half caucasian and half vietnamese.
now, maybe it's a misquote or an outright lie, but considering she has some mysterious relationship to cheshire in the show, it's probably accurate.

Her name was revealed in "Downtime" [Episode 8]. Her mum's name in the episode was revealed as Paula in the credits, plus we've already seen Sportsmaster, so I'm saying all signs point to her being Earth-16 Tigress.
