I completely disagree with mindlessly bashing any creative efforts. Unconstructive criticism is on the level of simply going "That's really bad".
The artist is going to either think "I don't see anything wrong with it", "Fuck it then" or "Yeah, it's bad but whatever".

Telling him "oh you can improve 'X' by doing 'Y'" or "'A' is at an odd angle, you should try it this way" or somesuch will actually help him. THAT'S what constructive criticism ACTUALLY is.
ToH: @Anonymous: Well this escalated quickly. Your "expertise" is a little grim and off, not all the art world runs on a scale of either good or shit. Nevertheless, I will not deny the fact that the BG here isn't anything special. I personally don't feel it's as bad as you make it seem, but yes, it's still not that good. I will agree that the textures are too prominent; Textures work well when used lightly, and in this case I definitely should've toned them down a lot more and focused on painting lighting. The "gradients" in the ground and sky don't have enough color in them; the sky especially I was hoping to add more purples and oranges, and the ground and objects in the far back shouldve been blurred and mixed more. The reasoning is partly because I was rushed for time, but it's also because I don't do backgrounds very often and it really is something I need to work on. SO thank you for the critique, just try not to go jumping to ridicules so fast.
